COVID-19 HEERF Funding

While the Department of Education develops a process for institutions to directly provide the required reporting data, it has in the meantime called for institutions to make easily accessible to the public — via the institution's website — the following items: Updated December 16, 2021

1.  An acknowledgement that the institution signed and returned the certification and agreement form and that the institution has used or intends to use the funds to provide the mandated amount of at least 50% of the Higher Education Emergency Relief Funds (HEERF) grants to students.

• Allen College signed and returned the certification and agreement form for the student portion or 50% of the Higher Education Emergency Relief Funds (HEERF) on April 27, 2020. Allen College has used the funds to provide emergency financial aid grants directly to students.

2.  The total amount of funds that the institution will receive or has received under the HEERF student portion.

• Allen College received $141,448 under the HEERF student portion on May 5, 2020. Allen College received $141,448 under the HEERF II student portion in January 2021.  Allen College received $457,183 under the HEERF III student portion in May 2021.

3.  Of those funds, the total amount that has been distributed to students as of the date of reporting (i.e. the first 30-day deadline, and then every 45 days thereafter).

• Allen College awarded $297,168 of the HEERF funds to students on June 2, 2020, June 19, 2020 and September 3, 2020. Allen College awarded $162,000 of the HEERF funds to students March 30, 2021. Additional HEERF funds were awarded to students in the amount $328,000 on June 30, 2021, and $23,000 on July 21, 2021 and $169,830 on December 3, 2021.

4.  The estimated total number of students at the institution eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965, as amended (HEA), and therefore eligible to receive an emergency financial aid grant.

• As of May 11, 2020, Allen College had 547 students who are eligible to participate in Title IV programs and therefore eligible to receive an emergency financial aid grant. HEERF II and III funds did not have this same requirement as HEERF I funds.

• 195 of the students who completed and returned the Coronavirus Aid, Relief, and Economic Security (CARES) Act Emergency Funds request form were eligible to receive the emergency financial aid grants. An additional 37 student received an emergency financial aid grant due to COVID-19 campus disruptions. These students did not have to complete the Coronavirus Aid, Relief, and Economic Security (CARES) Act Emergency Funds request form. 324 students who completed and returned the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA) Student Emergency Funds request form received funds. 351 students who completed and returned the American Rescue Plan (ARP) Student Emergency Funds request form received funds. 306 students who returned the ARP 2 Student Emergency Fund request form received funds. 

6.  How the institution determined which students did or will receive emergency financial aid grants and how much funding they did or will receive.

• All students who were deemed eligible were sent the Coronavirus Aid, Relief, and Economic Security (CARES) Act Emergency Funds form on May 11, 2020 with instructions to complete and return prior to the deadline of May 25, 2020. Those students who completed and returned the application form by the deadline indicating that they had an expense directly relating to the disruption of campus operations due to coronavirus were awarded funds. The total funding was split equally among the 195 students.
• An additional 23 students received funding ($171 or $670 depending on tuition cost) because they successfully attended and completed Allen College course NU250 Nursing Clinical Skills I for one credit hour in summer 2020. The content taught in this course is a required prerequisite skills/CNA content for admittance to our BSN programs. Historically it has been offered at other educational institutions which students were able to complete prior to matriculating at Allen College. Due to the COVID-19 disruptions, the ability to complete this course prior to matriculation was significantly affected. Therefore, Allen College offered the course to all admitted applicants who still needed this course before starting in our 2020 summer or fall BSN programs. Because students could not meet this prerequisite anywhere else we disbursed CARES Act funds to help offset the increase in expenses they incurred by taking this course at Allen College.
• An additional 14 students received $3,000 each in funding because they were scheduled to have OT fieldwork placement in summer 2020 which did not occur due to COVID-19; therefore; their planned graduation date moved from December 2020 to May 2021. Because their graduation date was negatively impacted directly due to COVID-19, Allen College distributed CARES Act funds for this hardship.
• All students who were deemed eligible were sent the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA) Emergency Funds form on February 25, 2021 with instructions to complete and return prior to the deadline of March 12, 2021 at 12 p.m. Those students who completed and returned the application form by the deadline were awarded funds. The total funding was split equally among the 324 students.
• All students who were deemed eligible were sent the American Rescue Plan (ARP) Emergency Funds form on June 10, 2021 or July 1, 2021 with instructions to complete and return prior to the deadline of June 25, 2021 at 12 p.m. or July 16, 2021 at 12 p.m. 351 students who completed and returned the application form were awarded $1,000 each.
• All students who were deemed eligible were sent the American Rescue Plan (ARP) 2 Emergency Funds form on October 28, 2021 with instructions to complete and return prior to the deadline of November 12, 2021 at 12 p.m. 306 students who completed and returned the application form were awarded $555 each.

7.  Any instructions, directions, or guidance provided by the institution to students concerning the emergency financial aid grants.

• Allen College directed students to complete the Coronavirus Aid, Relief, and Economic Security (CARES) Act Emergency Funds form and return to the Student Financial Services Office by Monday, May 25, 2020. Students received two emails reminding them of the deadline along with text messages. Students’ forms were reviewed as they came in to determine if the listed expenses were directly related to the disruption of campus operations due to coronavirus. Some students were asked follow-up questions for clarification. Students who completed a form that did not have a Free Application for Student Financial Aid (FAFSA) on file were asked to complete a 2019-20 FAFSA before eligibility could be determined; however, the Department of Education changed that requirement on Thursday May 21, 2020, and students were notified they know longer had to complete a FAFSA in order to receive funds. The additional 37 students who received funds were sent an email on September 3, 2020 indicating this money was being sent to them.
•  Allen College directed students to complete the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA) Emergency Funds form and return to the Student Financial Services Office by Friday, March 12, 2021. Students received emails reminding them of the deadline along with text messages.
• Allen College directed students to complete the American Rescue Plan (ARP) Emergency Funds form and return to the Student Financial Services Office by Friday, June 25, 2021 or July 16, 2021 depending on which date they got the form emailed to them. Students received emails reminding them of the deadline along with text messages.
• Allen College directed students to complete the American Rescue Plan (ARP) 2 Emergency Funds form and return to the Student Financial Services Office by November 12, 2021. Students received emails reminding them of the deadline along with text messages.
